Most likely Blackhawk.

However.... the drawer pulls also resemble an older Herbrand I possess.

edit. I think its a snap on.

the other guys beat me to it 'cause i was working in the garage, not goofin' off on the interweb:lol:
yes its a 40s blackhawk.
but the chain to keep the lid from falling back was added by someone.
it should have a thin metal strap to support it.

well this box has been in fire and the old guy that had it said that box was repaired a lot in the 70s after it fell off the truck leaven the drag strip... and the bar is stuck in side, tried to get it out, that is a NOGO

yeah, if that strap fell inside good luck getting it out. it will **** trying.
and good luck trying to remove the handle on the left side. i dont think it can be done w/o making a specialty wrench or cutting an access hole in the base.

look thru the blackhawk thread(in the vintage tool section)
theres a couple of those boxes there including mine:beer:
