Why can't you just palletize them? Still that'd be a lot of handling. What freight class do tool boxes ship at?
Having moved several of these and looking how they are currently laid out, you will incur some substantial prepping and packing time/cost but a lot will depend on access and if the USPS has the keys for all of them.
They do not appear to have forklift slots so the ability to move all of them is not going to be quick and will require extra steps. Getting them on pallets won't be fun and will require man power. Do you have 65 pallets laying around or do you need to buy them?
If you can't lock the drawers, then you'll have to deal with that to prevent them from opening during transport. Most likely saran wrap them.
Then you have the shelving storage units mounted on top of the cabinets to deal with, I seriously doubt you can leave them on top during transport. Are they just resting on top of the cabinets or like any gov. property in CA are they earthquake secured? If so, that alone will take a good while just to access the mounting bolts.
Take all of that into account and I'm sure it does impact the cost per drawer, I'm guessing maybe $5 per drawer just to leave the property not including cost per mile..
