You see where OSHA is listing #10 in the thumbnail, right? And when you click on the OSHA fact sheet you linked to, it reads Minimum on the left, and recommended on the right. By that, SMAW over 1/4" and over 250A, CAC-A over 500A, PAW over 400A, and CAW are the only ones calling for over #10 at a minimum. Both the thumbnail and the OSHA link don't list ANSI as a minimum, but recommended.
And manufacturers don't recommend 13 at a minimum, as the link I posted was from Miller (a welding manufacturer), which lists them between 10-13. So again, not sure where you get 13 as a minimum.
