You don't have trusses, they are rafter. That vertical member is odd. Guessing it was added at some point to deal with sagging on the tie.
Those horizontal beams are there to stop the walls from spreading. Moving them as high as you show probably won't work.

you have common rafters, not trusses. the pcs you want to move are collar ties . I think you want an engineer to get some drawings on moving them

the last time I had a conversation with a code inspector I was told that the collar ties need to be in the bottom third of the rafter( height wise).

Thank you. I will add. I am in Los Angeles. No snow,but do some some strong winds. Garage has 1 shared wall with the house. A few of those rafters are very loose, leading m to believe they aren’t doing much. Again I am no expert and its pure assumption.

There appears to be already a couple missing from the two rafters on the right. A little odd. I wonder if the verticles were put there so the 'ties' could have been used for some storage by someone before that sorta knew better but figured he was gonna be light enough with the load?

It could be, they are on loosely and each is held by no more than 2 nails on each side. Maybe thats all code requires? Not sure.

Collar ties should be in the top third,
Rafter ties in the bottom third.

Yes I think it could be done but think the smaller "triangle" (you are shortening all three sides by moving up) will reduce strength I think you could add more to regain some of the strength lost so instead of 20" centers but them on 10" centers I am just taking wild guess looking at your picture. pay an engineer for a couple hours of time it will be well worth it

Those are not collar ties. Collar ties are horizontal members from rafter to rafter.
His is some kind of a Polish setup.
Adding REAL collar ties would definitely help.
