While you’re looking around for a nice fixture, why not attach one of these to your ceiling box, screw in an LED flood bulb and enjoy the extra light? You’d be all in for around $5 - $10
As yeldogt said, directional light is good.
Since the valence hides it from direct view, you might never get around to doing anything else up there. Problem solved!
That was the set up over the sink in my house when we first moved in.
(Good house in a nice neighborhood too...just an econo approach by the P.O.)
To get the same effect without cutting for a recessed can, you could use these new design surface mount LED fixtures that mount right over the existing ceiling box.
Both of these options assume there is a box there. I would put money that it's just Romex going into the back of the existing.

You just won your bet
No box
Hot shot, when you say "better lighting" do you mean just brighter, or pleasant? There's a lot of bright lighting that's flat-out ugly and unpleasant IMO. Life is too short for that. Years ago I replaced a fixture like yours in a setting exactly like yours with a track and two floodlights. The difference was amazing. Bright, warm, happy light. Those were incandescents but these days there are nice high-quality LEDs in the right color temp and good CRI, and there are plenty of options besides track. I just had that stuff already.
Some people truly don't care about light quality. That's great; I often wish I was one of them. Unfortunately I'm not.
Question
What is the code on electrical boxes
I would’ve thought that they would be required for any light fixture inside a home
