Tekton as well as others offer mini pliers in all kinds of configurations. An eBay search would show you some options.

Whatchya cutting?

For electronickalish stuff (copper, zip ties, wire, not hard steel wire or stuff like that), I'm a fan of the Hakko Micro Cutters. You can get them for around $5 a pair. I have several scattered throughout my usual environs so that they're always handy.

Quality per dollar for Hakko is amazing. There are more expensive options, of course, and I'm sure several folks will be along shortly to tell you only a barbarian would use anything less than an artisinal $60 pair made by Keebler Elves in an enchanted forest.

There are a few different styles. Most small cutters are flush cutters, but you can get some that are basically the same as larger cutters but smaller, that will handle bigger material.

My brand of choice is Knipex, and they have a great variety available. Tekton will work too if you're looking for something a little cheaper.

Knipex Super Knips are my first choice. I have a set in my work bag and use them often.

The Knipex 70 61 125 cutters are more heavy duty, have a larger cutting head, and aren't flush cuts. They're also cheaper.

Not 5", but my Snap On 86BCP 6" are great. I have large hands so small handles don't work well for me.

I think the more HD versions are better then flush cutters for General edc use
