There are a few different styles. Most small cutters are flush cutters, but you can get some that are basically the same as larger cutters but smaller, that will handle bigger material.
My brand of choice is Knipex, and they have a great variety available. Tekton will work too if you're looking for something a little cheaper.
Knipex Super Knips are my first choice. I have a set in my work bag and use them often.
The Knipex 70 61 125 cutters are more heavy duty, have a larger cutting head, and aren't flush cuts. They're also cheaper.
