"Not the USB"anything that charges via usb uses 5V and somewhere between 500 and 2000 mA. Mobile devices won't charge on 12V power.

I have both a m12 and m18 if these awnsers sent defined enough for you I can check mine tonight. Considering the heated gear mostly only comes with m12 stuff I would say 12v comes out of the barrel connection.
The US does have it's limit of 1a, not many new phones use 1a to charge any more.

Barrel connector voltage depends on the size- they are roughly standardized...
I power my kids power wheels with a M18 as well. My cpap will work on 12-24v, but needs a "recognized" power source..
