you can however team up multiple gen 2 HPWC's off a single breaker. the new gen 3 HPWC's require their own home runs but can team together to reduce load.

So the recepticles are against code, but hard wired is OK?

they're ok for code you just need to have them on a GFCI. if you hard wire most of the good brands have a built in GFCI meaning you can use a "dumb" breaker on the circuit. grizz, tesla, clippercreek,chargepoint etc.

the gen 2 HPWC's used a wire to communicate between the units. the Gen 3s use wifi to figure it out. either generation is capable of load share.

You can do that if you set appropriate charging rates. OP probably just wants two different locations for charging options.

well if he's under the IRC then he cannot have multiple receptacles rated more than 20a 240v on the same circuit.

They make load sharing boxes, or like others said tesla chargers have load sharing. If your panel is on the garage wall, might as well run another outlet on a separate breaker.
