I used semi rigid 1 1/2" insulation in 2x4 sheets between the perlins. Its silver faced with taped seams. Here's a quick pic before the sheetrock goes up.

I wouldn't take any chances and would replace the feeder with something suitable for 20A minimum. Even if you don't own, having the "use of it" will be more than worth dropping in some 12/2 or even 10/2 for such a short run. At least you'll know it'll be done correctly as well.
The T5 stuff is your brightest option and light fine down to 0* T8 would be next, little less bright but still same temp. Forget T12...those wont light well even at 32*. I would also lower them to 8ft via chain and use a reflector style fixture.

Had two friends that did both ways and the 2ft trusses made for a much tighter building, allows the change to sheathing/shingles in future if desired and sheetrock as an option aswell.
