are any overseas made wrenches decent ?

Yep. They aren't stubbies, but I have some GearWrench long pattern wrenches, and while only time will tell how durable they are, so far I've noticed no significant difference between them and the SO wrenches I used at work.

    1/2" Ratchet usage

Working on medium and heavy trucks, I always used the 17 and 24" ratchets. I had a 10" SO that I eventually gave to my dad because I had literally never used it. That being said, I never grabbed one of my longer 1/2" ratchets and said to myself "This thing is too long." If all I needed was...

This may sound weird but what do you do?

Fed up medium and heavy truck and bus mechanic. Shipping to U.S. Navy basic on 1/14/13.

    US made Hammer impacts?

I believe he's referring to what I would call an impact driver. http://www.tooltopia.com/lisle-29200.aspx That's the one I have, though I have no idea what it's COO is. Presumably somewhere in Asia. I use it only occasionally, and it's worked fine so far. Edit: Yeah, those.

    Let's see your toolbox.

Get rid of the plastic trays the SO sockets came in, at least. You can fit twice that number of sockets in that KRL top drawer with proper organization.

    HF composite 3/8" ratchet

Pretty much this. Some of our trucks at work have really stupidly small battery boxes, and the composite ratchet makes it easier to change the batteries without zapping yourself. It's basically the only thing I use it for, but it works well enough to remove battery terminal nuts.

    Snap On KRL1023 vs KRL1032

Out of those two I think I'd go for the 1032, but my first choice would be the 1033. Maybe a configuration to consider. http://buy1.snapon.com/catalog/item.asp?P65=&tool=storage&item_ID=651209&group_ID=682299&store=snapon-store&dir=catalog

    1/4 air impact guns?

lol what I'm pretty happy with my Blue Point 1/4" but I don't use it all that often, so take that for whatever it's worth.

Metric vs. SAE Std tool use

Yeah, working on KW and Peterbilt trucks I voted 50/50. There are some odd fastener sizes on the new Paccar MX engines.

    Should I restore Dad's old Snap-on cabinets?

I can't even guess what the shipping would cost, but I suspect you won't regret restoring them. I know I wouldn't.

How often do you use your 3/8 impact?

lol what I use a 3/8" impact nearly every day, as does literally every other mechanic I've ever worked with.

    Quick release pliers.

Just ordered a set. I've never seen anyone use these before, but I absolutely loathe those quick disconnect air fittings and the trucks I work on are filled with them.

    Lisle or other Torx bits?

Yep. Can't speak to the Lisle bits as I've never owned any, but I use the **** out of my SO torx bits and they've never let me down.

    Weatherhead (hydraulic) sockets

I have a set, and while I don't use them all that frequently, they can definitely be useful to have around.

What Brand(s) are in your toolbox

50% - Snap-On 10% - Craftsman I'm having a hard time even guessing percentages for the remainder, but I'm sure I've got at least a few percent worth of OTC, Cornwell, Husky, Matco, Lisle, GearWrench, SK, Kobalt, HF/Pittsburgh, Sunex, IR, Channellock, Grey Pneumatic, KD, Proto, Stanley, and...
