Recently had a similar issue with a bad mix ratio. My advice is scrape as much as you can now. Grinding the putty like material that you will have in a week will be the Worst job you can imagine - it was for me.
I had very good luck with Legacy Industrial xtreme 100. Worked very well for pits and spalled areas that I chipped out. You have to work fast using small amounts but it's rock solid when you are done
On the re-priming, I took the surface down to virgin concrete (had no choice) so there should be plenty of profile. My only concern is that any primer left in the pores from last time might be gone.

Well, decided to take the bad section up. It's ugly work but after getting underneath the surface layer, I'm glad I did. Very soft. Sort of like a rubbery putty. Using a diamabrush coating removal wheel on my grinder.
Will probably use some acetone or other stripper (suggestions?) to get some...
I've got some of the original color base left over, plus I will put the heavy flake down so I am less co cerned about color amd more about being level with the existing surface
