If you’re replacing metal can’t you just drill a new hole and use a rivet nut? I realize it won’t be period correct for the year but it will work. Or you could weld the hole, re drill and tap.

Menards sells that two part injection kit. I would hesitant to use it though between those pipes. The original suggestion about digging down on the outside toneffect the repair is best. Also a good idea about riser and gravel to the footing drain. Good luck.
