Heat as stated above.
The bolts have an adhesive patch applied to them.
I use a propane torch to heat the bolts.

I couldn't find anything on google. I looked in a 72/73 Craftsman catalog and couldn't find it there either.
My guess is some sort of cable sheath stripper, but I don't know.
Can anyone figure it out?
