I have one I keep attached to my carrhart apron. Works great . Nice backup tool and I can remove the 1/4" shaft and use in my screw gun. I keep a 1/4" and 5/16" mag. Driver in pouch also. I will probably buy another one to keep in my Pickup.
If all lamps are inop most likely a ballast.
Make sure you have 120v between your hot and Neutral at the ballast.
Do not use a tick type as this will not confirm a good neutral connection.
Replace it with a good name brand ballast if it is bad.It will last a lot longer than a cheap one.

The hex on one end is 1-1/2" on exterior and 1-1/8" on inside.
The hex on other end is 1-1/4" on exterior and 7/8: on inside.
There is small hole, about 1/4", at 90 deg bend

As an electrician who punches holes frequently ,my experience with stainless steel cabinets is they are very hard on standard KO sets.
We use carbide cutters and tap ease or cut oil to provide KO,s in stainless cabinets.
Mostly smaller sized holes though. Up to about 1" conduit.

Better put ground rod outside.
When installed inside they dry out and loose conductivity with the earth.
That has been my experience with some old services we have run across.
We have had to redo grounds and have put the electrodes on the exterior of the building.
