My guess would be the boxes are daisy chained and the black and or white wires in the first box did not get reconnected for the second box when you hooked up the first light.

Well the pool is filled in and approved. Seems, filling in pools is more common than I would have guessed.

The fill for the pool has to be certified by a Soils Engineer to be compacted to 1500 something. Not sure what the measure is, maybe lbs / sq. inch. :dunno:
