$800 might have been a touch high, but the guy was probably factoring his guys to be there a full day (like you thought) and the fact they did it quick becomes irrelevant, IMHO. I’m with the above commenters: you accepted a job for a set price, you should pay set price.
Try an ammonia based window cleaner, spray a few times over and let soak and then apply elbow grease. Shouldn’t hurt the coating of the garage door but should eat and soften the latex paint.
