Gentle teardown got both the base and center swivels acting again. The center one is stff, but that’s probably a factor of it being clamped in the tight position all its like, and not used much.

It’s not really yours unless you’ve stripped it down and you know how it works.
Ugly is what people call the tools they see in your collection just before they realize that they need/want to ask to borrow them. When they work as designed, they are beauty incarnate.

In our part of the world, an inexpensive option for round bale storage is recycled steel chicken-house trusses & corrugated steel panels. They are set on piers and can purchased as sets here locally. Not sure how much weather you are looking to keep out, but for ground storage of hay for cattle...
