    I actually have my other top plate leaning against the wall, just haven't nailed it on yet, and yes I am planning on overlapping the corner. SO, just nail a 2x6 to my exterior wall studs then attach the joist to that? I think that is what I will end up doing, thanks for the suggestion.

    The exterior is finished and there is vented soffit, so this gap leads to a covered, vented space. My main concern is air flow into the insulated cavities. Does this even matter? I assume a big gap like this make the insulation a lot less effective.

    Yes the gap is continuous. I don't know if it is supposed to be a shear panel. I would have to nail the blocks to the OSB from the inside.
