    Using retractable casters

    Instead of retractables casters, you could weld regular heavy-duty casters on one side of the workbench, just a hair off the ground and two handle on the other side. That way, as soon as you'll lift/tilt the bench it will roll. That's what i've done with my press and it worked great.

    As for exausting welding fumes, a bathroom fan isn't enough. Go at a farm supplies store and get a vertically mounted wall fan like thoses used in henhouses or pigsty. They came in different sizes like 16", 24", 36" or even 48" in diameter and come rigged with flaps. They coud run 24 hours a day...
