Consider one of those epoxy kits used to repair cracks in basement foundation walls. They dry hard and you could grind it flat if necessary. You would need to use backer foam to stop the epoxy from going too deep.

I have installed a few and on those the storm door jamb mounted to the exterior brick mold of the door, not the door jamb. You may need to add jamb extensions for the door handles not to hit each other.

I agree. I wouldn’t think an insulated basement wall would be an issue. Never had a problem with mine.
ps, Add a couple of metal nail plates on that knee wall to protect those wires where the studs are notched.
