If you have a Menards near you their store brand, Masterforce, is made in USA. They used to have a 9 piece 6 pt socket set which has been discontinued. There are many stores though that still have them in stock. These are made by Apex tools. (Which last I heard is owned by Bain Capital)
You could run 2x4 (laid flat) perpendicular to the existing joists and shim as needed. This then would allow you to to have even spacing between your new "joists" as you could place them on 24" on center. Then apply your dry wall using these joists. Float and tape as usual.
I know this is off topic. (flooring) but it is related sort of. Taylor guitars actually built a guitar out of old pallets. They say it sounded good too. If you look at the pictures you can see all the nail holes. The inlay on the neck is of a fork lift.
