My lift never did that. Until, the anti drain back valve went bad. Now when I set it down on locks and come back later. The cables are hanging loose like your picture. Never fixed it though. Just dealt with it.

Also, use some 2” pvc sections. Lay the columns on those. Makes it easy to roll on/off the trailer. Take lift arms off if possible. Makes it a whole lot easier to move and install later.
