That's a chain whip, without it the freehub (the ratcheting mechanism that the gears are attached to) would just spin freely when you attempt to remove the lock ring. It's not required when you are installing the lock ring since the freehub locks up in that direction.

My opinion is that standard Mastercraft tools are pretty much on par with PowerFist tools, only they come in a more expensive blue box.

I picked up a 75th Anniversary tool kit locally a short while ago. I haven't found much info on it, they seem to be pretty rare. It's a gold-plated replica of the original 15pc Snap On kit from 1920.
