Sounds like it could be some sort of standoff. Although it could be a specialized fastener just for the company that made the tarp & frame.

I'd go with the stainless. I've seen lots of painted step bars falling off because they usually rust from the inside out. Just my opinion.

Why don't you use double sided tape? It's not messy like spray adhesive & you can just put it on the outside edges of the drawer liners. It works for my mobil tool cart at my job.
