I like PB Blaster for this type of cleaning…but again, paint is its own animal. Test in an inconspicuous spot for sure regardless of what chemical you may choose.
I am along this same line. The teeth are too irregular to be any kind of effective drive mechanism. I would then assume they either cut, or hold a position. My guess is also that it’s some sort of mallet head with the metal piece being part of the fixation, albeit a sad one alone. My 2 cents….
Picked up a Dayton grinder and an old Toolkraft drill press last weekend. Spent the week replacing some wiring, toggle switches, and hardware. Fresh coats of paint and let the USA machines ride again ! 😉 Gave $45 for the grinder (which included the stand that the press now is mounted to) and $80...

Think I found them. These little holes lead to the bearing. Oddly, no caps…maybe PO removed :( I’ll figure out something. Thanks for the info @Old hand !
