I bought a second hand Victor and regulators on CL for $100l Put a rebuild kit on it for another $50 (did it myself) and have a bulletproof rig. No complaints at all. Reminds me of working in my grandpa's shop. He always had Victors laying around.

Yep, depends on the thickness you want (4" on a pad that size minimum to prevent cracking. Found some here at the cheapest for $74 a cu. yd. It varies by location.

Absolutely. I have a friend that did his entire home with this as it is a reconditioned barn turned house. I'll ask what he used as a sealer. And yes, there is a tutorial on the sites posted.
