i think that tool related problems are fiability, saving time, ergonomy , simplicity of use and manoeuvrability in confined spaces....

the difficulty is to find bolts or what to do for the wrenches..

maybe because the 18mm facom wrench can go for bolts from 18,05mm to 18,3mm basing on ISO 691..and 23/32= 18,3mm.
