    Only one bulb works in 4 ft fluorescent light?

    I have two four foot flourescent light fixtures. In both of them only one bulb works. The bulb is ok. If i switch the bulbs in the fixtures, same result. Now if i take the cover off, there is only one ballast. Is it possible for the ballast to go half bad?
