    Look for Clamptite tools for the modern version of this. Yours is a little different design, but would work in the same fashion. From the looks of it, you could tie fairly heavy guage wire with it.

    Where to run gas line through concrete foundation?

    Rather than a hammer drill, just use a masonry hole saw which will significantly reduce the possibility of cracking the block and will give you a much cleaner hole. That's assuming the blocks are the typical style with the void spaces and those have not been concrete filled.
