Flush the water out with RV antifreeze. That will keep things from freezing and protect the pump.

The store in my area accepts the codes written on paper. Never had a problem.

Small engines such as B&S and Kohler OHV, and some chain saws and trimmers use 5/8". Others can be 3/4 or 13/16. I'd say get various sizes of sockets and you'll be covered.

The store 5 Below has yoga mats for $5. They're roughly 2'x 6' and come in many colors. I have them in my box drawers and also on the floor in my garage in front of the workbenches.

Could be several things such as the fuel tank outlet or fuel filter clogged, or a weak fuel pump. Unhook the line from the carb and crank engine to verify fuel flow. There still might be dirt in the carb. I highly recommend using a ultrasonic cleaner for carburetors.

That style carb generally sells for $25-$30 and comes with a new diaphragm. You could try cleaning your carb and replacing the diaphragm.

I have the yoga mats in my boxes at work and home. I also have them on my garage floor in front of the benches. Works great for me.
