That looks like a flywheel puller and it's still on a flywheel. Might be from a motorcycle engine.

Since it seems like you have the proper belt, I would check the pulley alignment and make sure all of the belt keepers/ guides are in place.

That is a spring compressor for the wires connected to the condenser on a Briggs & Stratton engine. I have one in my tool box at work. Doesn't get used much any more since the change to electronic ignition.

Sounds to me like a compression release problem. The cam has a bump on it to open one of the valves slightly to bleed off some compression. Check valve clearance, rocker arms for cracks and rocker pins for wear. Had a push mower in the shop last week that would yank the rope out of my hand and...
