    The Harbor Freight red plastic & metal one, you can remove the rubber end-cap/foot and remove the red dividers. With a little time, you could cut down the base to make it as long as you need with the number of dividers you need.

    In your garage, no you don't need vapor tight. I would recommend LED over T8 fluorescent. LED typically gets you more light for similar up-front cost, but you will save in energy usage and maintenance.

    The cubbies are only 6"W x 5"H x 8"D. Not sure if you could use it for corded tools unless they're small. The dividers are very snug and won't just pull out by hand. As part of my refurbishment, I'm going to remove the back and see if I can gently tap some of them out. I've got a crazy idea...

    I would look for a design-build contractor. Most of them have the knowledge and the contacts to get your build up. Assuming that you wanted someone else to build it. With grading and the open spans, a structural engineer is probably going to be needed.
