If freezing is your main problem, you might want to run a heating cable through the pipe. You can get them online or through a greenhouse supply co. Heck, Home Depot might even have them. Plug it in while your washing cars so the water doesn't freeze at the other end of the pipe and unplug...

I think I'd seal them with Kilz (oil based)and then paint with 2 coats of semi-gloss enamel. Should be easy to get any dirt or fingerprints off later. John
