I removed part of a decal from a plastic part. I used WD-40 to remove the left over adhesive, now I need to clean the part for paint. What can I use to remove the WD-40 and other contaminates and not hurt the rest of the vinyl decal? Any recommendations on the best paint for plastic?

Anyone use Angie's list? Is it worth the money? I have a paver patio project in the Charlotte NC area and need to find a contractor.
