    If the crawlspace is "conditioned" I would not expect it to be cold. Typically we use either felt paper or red rosin paper under hardwood. It purpose is to allow the boards to slip as they expand and contact and reduce squeaks. I have 15 lb felt paper under my pre-finshed 3/4 oak.

    Etch primer does not seal the surface. It is an interface between the bare metal and the top coat. It is easy to sand. Mositure will penetrate the primer and cause rust. Yes, you need a top coat.
