    Sounds fishy to me. A quick search is showing a range of 3.0-4.0 COP for air source heat pumps, and the COP will go down as temperature goes down. A COP of 7.0 when it is 70 degrees outside, and you are trying to maintain 71 inside is probably pretty much useless. I think.

    Memory is probably off a bit, but I believe it has something to do with the locked rotor amps rating of the compressor. The wiring has to carry that current safely and requires a correctly sized break.

    Although the quote doesn't specify it, the other heights reference an outdoor elevation. I would assume that the 3" is for a wholly indoor application. But assumptions are dangerous in interpretation of building code.

    This has more to do with CO and diesel particulates than flammability. Noise from the mechanical room can also be a consideration. Forced entry through the louver. Diesel particulates will quickly build up on condenser coils and air filters.
