    @cybrdyke solved the problem -- the spec sheet from the manufacturer showed them all in parallel, and as soon as we rewired them that way everything worked. Thanks!!

    Ahh, thanks for sharing that datasheet -- their diagram has all the lights wired in parallel. I'll try re-wiring everything that way tomorrow and see if that fixes it. I'm sure that the sockets are non-shunted and the fixtures are single-ended...and I'm fairly sure the wires are run correctly...
