No, you don't need to apply 18V. You can if you want to keep the stored age and charge cycle. If you disconnect the 18V, the memory just resets. Also, after you recell it, you need to stick it on a milwaukee charger. It does some kind of communication to reset the microcontroller. I'm at 210...

Thought I'll share my M18 Lantern lithophane light diffuser. Printed out of PLA using a monoprice select plus 3D printer. It snaps into place. Lithophane makes dark colors thicker and light color thinner so that you can get a grayscale when you shine light through it.

I agree with the cheap-feeling. I think it’s the shinyness of the plastic and grayness of the rubber grips. Did you return the drill to get that price?
