The thought I had, was to run a line back to the house and make a loop and install a circulating pump to keep the water moving so it won't freeze. This way you won't waste water. Also, your water will be very cold! A pump might even use less power than a long heat tape.

I bought an after market power vent for a non power vented heater and ran it through the wall. Used it for years, trouble free. You might look into that option!
