    Although the quote doesn't specify it, the other heights reference an outdoor elevation. I would assume that the 3" is for a wholly indoor application. But assumptions are dangerous in interpretation of building code.

    This has more to do with CO and diesel particulates than flammability. Noise from the mechanical room can also be a consideration. Forced entry through the louver. Diesel particulates will quickly build up on condenser coils and air filters.

    I know that people don't want to hear it, but there is no way to *LOOK* at the flame from an induced draft burner, and tell if it is OK or not. A problem is only noticeable when it is really bad, and probably at a point when it trips a safety.
