    I worked for the city and the majority of existing and current service taps for new homes (or repair) is PVC with regular cement used. The water definitely has a solvent stink to it when it is first installed an water run though. Health wise, I have never been crazy about the idea personally.

    I don't know of any wye that would be suitable. I seriously doubt you would need one for this application. Just a tee and appropriate angle coupler in copper (sweat) or brass (npt) if you're after a particular angle to tie into. I think a ball valve would be good if installed in a valve box...
