Re: garage refurb I believe the black handle you speak of raises a tab so that you can clamp a sheet on the surface if you have another vise on the opposite side of the table.

If I cant get them off with a wrench after some heat and cool cycles I take my ph3050 snappy air hammer and chisel into the corners of the nut, it breakes them loose and spins them off. Slap on new ones and good to go.

Might as well take it off and see what you have. A flat peice of 3/8" plate with 2 holes and some black RTV will fix you right up.

I have a portable hardness tester. If you would like to send me a couple tools to test and compare I will be happy to do so, but to truly have any valid metallurgical data we would need to cross section the tools with a cold saw to measure both surface and internal hardening depth. Not trying...
