I I am not a sparky. I have seen our guys mount those inside a junction box. Usually large enough to hold multiples. So all conduit/bx/romex terminates at that junction box & all wiring connections made are inside.

If it is a temperature controlled pump, you would want it between the last fixture on the loop & the water heater. Otherwise it would turn off before hot reaches the last fixture.

Sometimes, when the substrate is soft enough, you can use a hammer on a hardwood block to flatten the offending particle into the substrate & smooth out the surface. It usually works with plywood. Not so much with dense particle board.
