    While it would require a window sized hole it seems to me that the unit could be installed as a through the wall install with an insert built in place of the window. That could be both solid, weather tight and secure. It is certainly cheaper than a mini split yet has some of the advantages.

    Depending on how new the car was they might have been looking for a LoJack or similar GPS locator. They have to be pretty careful of those. I doubt the shop is all that close. That car probably arrived in a moving size box truck with ramps from 50 or so miles away.

    A good investment would be a temporary window unit for the bedroom while you are deciding what to do . Keeping the wife cool would buy you enough time to either fix or replace then sell it before the season is over and get most of your money back.

    Keeping it to 12 x 16 and under the local permit limit might be a good idea, since the garage will require one. The local department of chickens*** might give him more hassle if he already has a large permitted structure. Depending on the lot size he might not be allowed to build the garage...
