Try the Sika brand of concrete cleaner, works very well, called Sikagaurd. Sika is a leading concrete products mfg. Might have to search a tad for it, but its a great product

there is some concrete paints made by UGL and Quikrete/Valspar out there that sell for liek $25.00 a gallon, but like everyone said spend the extra few bucks and get the epoxys, of course prep work is the key.
