Quickcrete and Silka have a two part epoxy concrete patch compound that fits in a normal caulk gun. A tube of that would fill the holes and set up hard like concrete. Don’t bother with the polyurethane concrete patch- it won’t set up deep in the holes for weeks. Then re-drill in the right place...
