Small changes in lifestyle can make a big difference. Maybe it's not reasonable or possible, but can you turn back the thermostat a degree or two during your cooling months? Is your water heater set to an appropriate temp?

Without knowing your current and future parking needs... tandem parking is a great option rather than spending the money on storage lifts. Realistically, you need at least 34' to be able to do that, plus space for whatever else will be at the back of that bay.

Just kinda pointing out the obvious... whatever you use to hoist her up on end is going to eat into your headspace.

$600 will get you a very good Delonghi Pinguino portable unit. As long as you have a window to mount the vent. Two downsides would be that they're not virtually silent like a minisplit and they take up a couple of square feet.
