Ask the glass house and check your codes, but I haven't seen anything less than 3/4" for a railing. This is in commercial applications, but I can't imagine you could go as low as 5/16" for residential. Are you placing it in a framework, or creating the railing completely from glass?

How about this- build the wall, lift the bottom plate up onto the block wall, then stand it up. You won't have to lift it once it's standing. You can sheath it first if you want but that will be alot of weight. You could nail temp bracing diagonally to stabilize it for the lift. Or just the...
