you're going to have to drill out the blind rivet. or grind down the heads, and either drill out the rivet, or, drill new holes to relocate cover............ looked at pic, cant reposition cover trying to wedge anything under the cover will distort / scratch the cover

i do have a pair of swivel double cut shears (milwaukee) jrc has shown. i usually reach for the single cut nibbler

milwaukee used to make one of those. i think i bought the last 'new' one on ebay have a much older milwaukee. needs blades, not available

you stated the space the heater hung in, was a shop, and, judging by the 1st pic, most likely. could be whatever **** they used in their process is on everything, with them gone (?), the **** is burning off the hot surfaces

im partial to klein's and present generation channellock wera's have a nice handle screwdrivers, i consider consumable. i dont waste my time doing warranty.
